I tried your suggestion but it still left spaces between the patches. Is there another legend setting that needs to be modified?

If your colors are from the same layer – for example, if a counties layer is symbolized via a quantity gradient on a population field – then putting a zero next to patches (vertically) should work.
If, however, your patches are from different layers then you need to change a different property in the legend properties dialog: put a zero next to “Items.”
